I recently got into Doctor Who (thanks to my to my sister). I watch the first Weeping Angels episode (Blink: Season 3 episode 10) the other day and I love it. I might be crazy but the Weeping Angels are my favorite Doctor Who villian. To my surprise I wasn't as scared as I thought I would be (and I get scared easily). Don't get me wrong the Weeping Angels are scary creatures.
That night before I went to bed, I thought about the episode and I found my music box on my side table. My music box as a statue of (preatty) angel on top. I look at the angel and that when I got the idea for an OC fo Doctor Who.
So everyone meet Angel. She half human and half Weeping Angel. She was turning into a Weeping Angel when the Doctor stop her. I don't know how this is possible but anything can happen in Doctor Who (SPOILER: I mean Clara is kinda Dalek girl). Angel can move like a human and eat normal food but every three months she goes Weeping Angel. That means she needs to time energy and goes quantum-lock. She doesn't want to hut innocent people but she have to, to live. She feels sorry for doing this, so she ask the doctor to go back in time, so she can she if her victims is doing ok. Angel help the Doctor by stealing his villan's time energy. I'm still not sure if she can steal Dalek's energy, since Daleks is a robot.

This is a good concept, but a daleck isnt a robot, they're a living, but mutated, race. the appearance we have all come to know and love/hate, is but a weaponised life support machiene. They might be able to be sent back in time by the "touch of an angel". Like you said, it's Doctor Who. Anything is posible.
